Established in 2015, Gordon Policy Group, LLC is a professional services consulting firm. Our services focus on supporting health insurance companies, health care providers and other stakeholders that operate within the Medicaid, Medicare and CHIP marketplace.
Company President and CEO
Vincent D Gordon is Founder, President and CEO of the Gordon Policy Group, LLC. Vincent is an experienced health care executive who oversees the company’s daily operations. Under Vincent’s direction, the company has grown to become a leader in the Medicaid managed care space with strong relationships to several Managed Care organizations across the country.
Vincent has an MBA in Health Administration and a Bachelor of Science in Medical Technology. He is a former Medicaid Director for the State of Pennsylvania, Vice President Provider Network Management for AmeriHealth Caritas and a clinically trained Medical Technologist. Vincent has 30 years of combined health care, regulatory and managed care experience.
Vincent was appointed by Pennsylvania Governor Tom Corbett as the Deputy Secretary of the Office Medical Assistance Programs, with the Department of Human Services. As deputy secretary, he was the Pennsylvania State Medicaid Director. His office was responsible for overseeing the state’s $20 billion Medicaid budget, Medicaid policy, Medicaid Managed Care, the Pennsylvania Fee-for-service program, and the management of payment for services provided by hundreds of hospital, physician, and ancillary providers.
In addition to his professional success, Vincent served in the U.S. Marine Corps Reserve and honorably discharged at the rank of Corporal (E-4). He has served on numerous non-profit boards and has been awarded several community service awards.
Carolyn is a strategic innovator with over 20 years’ experience in the managed health care and home health sectors, specializing in tactical data-driven initiatives. She brings to the table superior analytical skills and problem solving capabilities with a focus on improving clinical quality, financial performance, risk management, regulatory compliance and operational efficiency.
Maurice Goodman comes to the Gordon Policy Group as a Senior Consultant, with responsibility for Business Development and Government Relations.
Goodman has more than 20 years of experience in financial services, and has worked in city government and on various political campaigns. Goodman served on the Pennsylvania Governor’s Advisory Commission on African American Affairs from 2012-2016.
Madeleine ‘Mat’ McLean
Mat is an innovative leader with a 30-year measurable record of consistent, predictable, and sustained revenue growth across multiple industries. As a trusted partner with a client-focused mindset, Mat has extensive Business Development, Project/Program Management and Client Management experience.
She is passionate about driving business value through dynamic strategy, data analysis & modeling, process optimization, and execution. Mat is a Chemical Engineer who has transformed her technical experience into leading business units, M&A and joint venture commercial teams, and stand-alone P&L’s.
Mat brings to Gordon Policy Group industry experience that spans Energy, Oil & Gas, Global Supply Chain, Regulatory Compliance, Consumer Goods & Service, as well as Maritime Imports/Exports. Her latest start-up includes leading a Medicare solutions business in the Southeast region of the US.
An experienced executive-level manager, Eileen holds an outstanding record of business achievements in physician practice management, payer and physician relations, operations management, contract negotiation, marketing, new business development, and finance.
Provider Network Consultant
Cynthia is responsible for building and cultivating relationships with teams, vendors and clients. She directs the execution of customer strategies including provider network development, member retention, product expansion, operation support and reporting.

Cindy has over 30 years of experience in customer relations, marketing and sales. She has over 20 years experience in the pharmaceutical industry and was responsible for successful launches and sales of several new drugs with Sanofi Pharmaceuticals. She has also worked for over 12 years as a physician liaison with Crozer Keystone Health System. With the Gordon Policy Group, Cindy works on projects for AmeriHealth Caritas and UPMC.
Provider Network Consultant
Meg is experienced in Provider Relationship/Network Development Management with a demonstrated track record in pharmaceutical and Medicare Sales. She is a strong marketing professional with 20 plus years experience navigating the ever-changing health care climate with physicians in the Tri-state area.
